(PHILADELPHIA, PA — 8/24/25) The Philadelphia chapter of Council on American–Islamic Relations (CAIR-Philadelphia) today welcomed the United States Attorney’s decision to pursue hate crime charges against Mark Anthony Tucci, who pleaded guilty on August 21, 2025, to a series of racist and violent threats directed at Black City of Philadelphia employees and a Black motorist.
According to court documents, Tucci—a 44-year-old Philadelphia resident—threatened to injure “everyone” at a city agency, citing that he knew an employee’s address and repeatedly used racial slurs, including the N-word. He explicitly stated his membership in the Proud Boys during the tirade. In a separate, terrifying incident on Interstate 95 in Northeast Philadelphia, he shouted, “I’m going to kill you [racial expletive]! I’m going to shoot you!” at a Black female motorist and threw a glass mug, inflicting damage on her car

CAIR-Philadelphia Executive Director Ahmet Tekelioglu said:
“We commend federal prosecutors for recognizing the hate-fueled nature of these threats and bringing the appropriate hate crime charges. No one should live in fear because of the color of their skin or face threats aimed at silencing them.”
Investigators subsequently discovered extremist content on Tucci’s iCloud account, including “The Great Replacement” manifesto and videos celebrating white supremacist, neo-Nazi, and racist ideology—including Hitler imagery and racist music. Federal authorities—including the FBI, Pennsylvania State Police, and Philadelphia Police Department—led the investigation, with the U.S. Attorney’s Office and the Civil Rights Division prosecuting the case.
Tucci has entered guilty pleas to multiple charges, including threats involving a dangerous weapon, interfering with federally protected activities, cyberstalking, and interstate communication of threats. Sentencing is scheduled for December 2, 2025.
