(PHILADELPHIA, PA. 1/23/2026) The Philadelphia chapter of Council on American- Islamic Relations (CAIR-Philadelphia) will join allied immigrant rights leaders and community members across the Parkway Central Library at the Shakespeare Memorial on Saturday, January 24 at 2 p.m. to rally at Governor Josh Shapiro’s Philadelphia stop on his national book tour. The rally comes after months of advocacy urging Governor Shapiro to use his executive authority to end Pennsylvania’s cooperation with the U.S. Immigration and Customs Enforcement (ICE).

As the governor promotes his leadership on the national stage, advocates are demanding concrete action, given his continued inaction on immigrant protections. Administrative action includes ending ICE full access to state databases with facial recognition data without judicial warrants; halting collaboration between state department of corrections and ICE such as enforcing detainers, communication and data sharing; protect public benefits data from federal overreach; strengthening the state trooper ICE policy; support the driver’s licenses for all bill; and publicly affirming protections for immigrants, refugees, and asylum seekers in Pennsylvania.
CAIR-Philadelphia Executive Director Ahmet Tekelioglu said, “Pennsylvania’s elected officials must publicly take bold action at this critical time for our Commonwealth. When people are afraid to access basic services and doubt the legal process, our entire Commonwealth suffers. We urge Governor Shapiro to instill the protections that allow all Pennsylvanians to live without fear.”
